Guideline DVWK-M 222 – “Mess- und Kontrolleinrichtungen zur Überprüfung der Standsicherheit von Staudämmen” (measuring and monitoring devices for the inspection of dam stability) – was first published in 1991. Since then, manifold significant changes have occurred. Innovative measuring procedures and measuring systems have been developed; thanks to digitalisation, measuring technology has reached a new level; so an updated version of DIN 19700 was introduced in 2004 – just to give one example. Against this background it became necessary to prepare a new Guideline, adapted to the changed conditions. The now available Guideline DWA-M 514 “Dam Surveillance” presents itself – as the name suggests – with a new, extended content. Focal points are: The principles of dam monitoring are dealt with in detail, with regard to both the technical and the human side of the topic, supplemented by issues like structural assessment, sensor technology, automation, data management, and others. Included are generally valid and noteworthy criteria and points for the most commonly applied measuring procedures and systems, with special focus on the structure-related objective to be met by a specific measuring operation and the minimisation of error sources. Furthermore, recommendations are made in respect of the instrumentation and frequency of measuring procedures and measuring systems as employed in the most common types of dam structures in Germany. Added have been two further chapters dealing with monitoring of ancillary concrete structures and other objects appurtenant of the dam, providing information on how to apply the Guideline also for other dams from the scope of standard DIN 19700. The new Guideline “Dam Surveillance” was prepared by the DWA working group WW-4.2 “Bauwerksüberwachung an Talsperren” (Structural Monitoring of Dams), within the DWA expert committee WW 4 “Talsperren und Flusssperren” (Dams and River Barrages) in cooperation with DGGT (the German Geotechnical Society) and DTK (the German Dam and Reservoir Committee). The Guideline is meant to supplement DIN 19700 as well as the individual regulations applicable in the German Länder and to provide with that the specialists working in authorities and engineering offices as well as the operators of dams or other barrages with concrete information and practical advice on all major facets of metrological monitoring of dam. Dam surveillance will only properly fulfil its particular purpose if carried out autonomously and without fixed expectations regarding the results, this so independently of technical standards, laws, directives, administrative provisions and/or the recommendations of this Guideline. The DWA expert committee WW-4 will continue to focus on the topic of dam surveillance in another publication, supplementing this Guideline by providing specific information on the application of measuring procedures and systems (referring, for example, to achievable accuracy, admissible deviation and measurement uncertainties, system-related constructional notes for the installation of measuring devices and the structure- and instrumentation-related requirements, recurrent sources of error, required master data, etc).
